Admission of new Participants
CPC coordination
The Committee on Participation and Chairmanship (CPC) coordinates the process by which new Participants are admitted to the Kimberley Process Certification Scheme, in accordance with Sections II, V (a), and VI (8) - (9) of the KPCS Core Document.
CPC notification and information
When CPC is notified that an applicant is interested in joining the KPCS, or when the CPC decides that an application should be solicited, the CPC provides relevant background information to the potential Participant (e.g., a copy of the KP Core Document, the CPC questionnaire, and guidance on implementing legislation).
CPC submission of materials
The applicant should provide the CPC with answers to the questionnaire, along with a draft of its implementing legislation. The CPC reviews the questionnaire answers and the draft legislation, and requests clarifications and amendments where necessary in order to ensure that the applicant would fully implement the KPCS. Applicants are encouraged to consult with the CPC early in the legislative process to ensure that any problems with their draft legislation are addressed before it is finalized. Where appropriate, the CPC may request information which may be relevant to an applicant’s ability to meet KPCS minimum requirements in considering an application, including by requesting a review mission in coordination with the Working Group on Monitoring.
CPC recommendation
Once the CPC is satisfied that an applicant will fully implement the KPCS, the CPC makes a recommendation to Plenary to admit the applicant as a Participant. In accordance with the Administrative Decision on Rules and Procedures for Readmission of a Former Participant to the KP, the CPC also responds to requests for readmission by previously excluded Participants.
Plenary admission
The Plenary will admit the applicant on consensus.
Admission of new Observers
Step 01
In accordance with the Administrative Decision on Participation of Observers in the Work of the Kimberley Process, the CPC reviews applications for the status of independent Observer and makes recommendations to the KP Chair.

The Plenary will admit the applicant on consensus.
